I would like to restrict people from publishing new pages

Hi Team,

Here's the problem statement:

I would like to restrict the creation and publishing of new pages to a handful of individuals. However everyone will have the rights to read/edit and publish existing pages.

Does this feature exist?

Hi @Suranjan Paul 

As you may have encountered the permissions/restrictions on Atlassian Confluence Cloud are dependent on which version - free, standard, premium or enterprise that you have. 

When you are not on the Free plan you have much greater granularity to the settings that can be applied. Including the ability to restrict the creation of new pages.

This link describes how to set the permissions at a Space level but if you want to restrict actions on a single page you should refer to 

https://support.atlassian.com/confluence-cloud/docs/add-or-remove-page-restrictions/

Again these are not available on the Free plans.

No.  Atlassian have closed them with "won't do"

Thank you Nic, that's sad, of course. 
I feel, that Jira access rights management is much more comprehensive than Confluence one.

This simple thing would move it further to powerful web documentation tool.

Create page and edit page are the same permission, you can't grant them independently.  If a person can edit pages in a space, they can also create them.

An alternative approach is to use a plugin like Comala Document Management (https://marketplace.atlassian.com/apps/1215729/comala-document-control) to enforce an approval step between the creation/editing of the page and the publication. 
This will not stop people from creating/editing but will give control to make sure that only valid content is actually published. 

Thus you could have the simple workflow
