I don't get notification when a user mentions me by API

Hello community, 

We are trying to update the page content with the API. We're adding a mention from a user by the API. But when we do this over the API we don't receive any notification that I was mentioned. But when the user edit the page and mentions me then I will get the notification. 

Does anybody now why this happens?

My assumption in this, like Jira API, if you would trigger multiple actions a lot of mail will go out.

The same is also related to CSV import in JIRA, API doesn't trigger notifications in these cases as well
