You have to be confluence or at least spaceadmin to be able to set restrictions.

I think thats the issue, how can I know my credential's level or who can adjust my user level?

You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.
That`s a task for your confluence administrator, or your user administration, or both (depends if you use active directory in the background, or the internal one).
Not being able to set restrictions suggests that you have normal read/write/comment rights.

Can you provide a screen image of the actual message you are receiving when you try to set page restrictions?
