How to write custom emojis using confluence Python API/Storage Format?

I am implementing a helper class to write Confluence pages using the Rest API.  Everything gets encoded in the Storage Format.  I have tables etc up and running and also added an emoji method:

@staticmethod
def emoji(name):
"""Encode the emoji given
"""
return '<ac:emoticon ac:name="' + name + '" />'

 It works for the examples given in:

https://confluence.atlassian.com/doc/confluence-storage-format-790796544.html

but not for other builtin emojis and definitely not for custom emojis.  I'm guessing this is a Confluence bug?  Can anyone comment on this?
