I have a thought in mind, but don't know how to implement in one of the Atlassian product.
The thought is, On Amazon we have a Order tracker in the same way I want to see the multiple projects track how it is moving, if it is stuck (blockers) at particular phase, I want to know the blockers details and who is resolving that blocker. this kind of tracking I need.

I see. It is difficult to provide a good solution without understanding your business workflow. However, I would suggest looking to Automation and the new AI as a possible solution. For example if the program team updates the status on the page then Automation could be triggered by these updates and notify the Program manager directly as necessary.
