Multiple add-ons are based their functionalities on labels. Is there a way to protect labels in Confluence so only some users can delete or add them?

Natively, no, as controlling labels to that extent defeats the purpose of what they are for.  A better approach would be tools that help admins curate labels, but annoyingly, the tools for that are also not built into Confluence

There are a number of label management add-ons that can help with both approaches in the marketplace.

@Fabian A. Lopez (Community Leader - Argentina, Florida, California) we wanted to have a bulk editing tool for labels and restrict some features to admins only so we built an app that has admin only restrictions.

I know this is years late but I do believe it is the first app to do with fact. If curious take a look at Label Manager by Easy Apps.
