How to get access to confluence page?

I created an account and my manager can not find me in confluence to add me to the page he created. When i click on the link to join it it says not permitted. 

The link below is what i cant access and the link under it is the outcome i get.

Welcome to the Atlassian Community!

You will need to talk to your admins - if your manager "can't find" your account, they either need help from the admins to find it, or it has not been set up correctly, and the admins will need to fix that.
