We have to provide the user manual in web (HTML) pages, kind of help file. So is there any option or plugins using which we can export the documents we are writing in confluence to html?

You don't need any plugins, space administrators can directly select pages in space management and export HTML.

Groups and Individual users can be granted the "Space / Export" permission also.
(See "Space Settings" "Space Permissions", right next to "Space Admin" permission enable toggle)

Not sure why the "Export to HTML" option does show up on the page property "more actions" popup, next to the "Export to PDF".
It appears to be missing for both Administrators of the space and users who have been given the "Space Export" permission.
