How to declare anchors in PDF Export?

Is it possible to declare a advanced variable with Page Title#Headline as destination and use it the same in exported PDF as in Confluence? Because these variable in the exported PDF are Hyperliks to the Confluence Page and not to the Headline in the PDF.

I tested out a free trial of SCROLL PDF EXPORTER and the TOC links went to the anchors on the PDF rather than back to Confluence.

Thank you for your answer. Unfortunately this is exactly what we have already found out. The problem is that we wont buy the Scoll PDF Exporter only for this reason because we dont need the other functions of this addon. 

So is it possible to declare the anchors in PDF without using a addon anyway?
