How to copy/migrate Confluence space without users and groups?

So I need to export space and import to another instance (another legal entity)
I created staging env where I tried to migrate space using migration assistant and export/import option. 
In both cases I get a list of deactivated users and groups from first space.
This is clear GDPR breach, as deactivated users did not gave consent for this migration.

How to migrate space, without user/group migration?

Hi, @emir.omeragic  👋

I cannot find anything that says you should be able to do this. Nor can I find anything that says you cannot.

In his Atlassian Community article introducing this feature @Swarna Mehta (the product manager for this feature) says she is looking for feedback.

Suggestion: Why not head over there and leave a similar comment under the article?

Thanks for the shout out @Dave Rosenlund _Trundl_ !
We are looking at building solutions that will allow users to move without users and groups. 

However, @emir.omeragic I would love to understand your use case on how the users should be treated in the destination site. Any user mentioned in space or in comments would need some sort of treatment to not cause the experience to break in the destination.
