I was wondering if there are any native Atlassian tools that allow us to clone a space, including attachments from a third-party app, to another Atlassian tenant. If there aren't any native options, does anyone know of a third-party tool that could accomplish this?

If you have a person who is an Organization Admin and a Confluence Product Admin in both the source and destination Confluence instances, then that person can use the native Copy Data feature. Learn more about that here:

There are limitations to the process, so be sure to review the documentation carefully before committing to that method.

I may be mistaken here but if you export / backup a space and import it to a new tent, it should move everything providing you set up the target with identical apps.
I would try Space Sync for Confluence app by Ricksoft - it does what it says it does, it syncs spaces between multiple Confluence Sites - apparently in different orgs too.
Upon the initial sync, it copies EVERYTHING - including data from third party apps, and eveyrthing is reconstituted in your target space providing you set it up with the same third party apps.
I use Space Sync and I know for sure this works between two Confluence sites in one Atlassian org. In my case, I'm syncing data from Scroll Documents, Variants, and Vieport apps. It syncs files attached to the pages too.
It's worth trying IMHO.
