While downgrading, I need to deactivate some users. However, when I go to [Admin] through the top-left menu, it only shows my personal space, not the page I need to manage.
Is this because I have Organization Admin rights but not Site Admin permissions?

Managing users requires global permissions in Confluence Cloud. You need to be a Site Admin or have specific permissions assigned.
Permissions Needed:
1.Site Administrator Role (Atlassian Admin Center):
•Full control to manage users and groups across all Atlassian products in your organization, including Confluence.
•Access the Atlassian Admin Center to invite users, deactivate users, or assign group memberships.
2.Confluence Administrator (Global Permission):
•Manage Confluence-specific settings.
•Assign global permissions to other users or groups.
•Manage user groups and their access within Confluence.

When you go to admin.Atlassian.com do you have access to view the Users list? Or perhaps if you navigate to products then click on the site name in the left menu you’ll see the user list for a single site?
