I am interested in hiring someone to develop a mobile enabled wiki page. This is the program my professor suggested. How do I find a reputable person to create the page and how much should I expect to pay to develop this? Also, do you have to register the page and how much should that cost?

With Confluence, all you have to do is write the page. Confluence can serve it up to a browser, desktop or mobile, and also has a client for mobile devices.
You don't need to do anything to "develop" a mobile-enabled page in Confluence. Just write what you want on the page.
I echo @Nic Brough _Adaptavist_ answer. Confluence has a user friendly interface for creating and editing pages (Wiki Articles) that can be combined into spaces (specific subject areas) within a site. The editor is WYSIWYG, and simple and intuitive.
I would recommend you sign up for a free instance and start playing around in it - it's the best way to learn the platform. Join some groups in the community and keep coming back to ask questions - the community is knowledgeable and responsive.
There are some great resources available to getting started as well. There is a newly published getting started guide that provides great basic and intermediate info.
