I am trying to create a file directory for a space which will serve like a similar OneDrive functionality where you can download and upload files, but can also assign permissions on who can edit vs view to each of these libraries. Similar to how it is on SharePoint. Thoughts? I have not been able to find relevant content regarding this.

Confluence doesn't have dedicated support for this.
As workaround, you could simulate folders with pages (hierarchical, support restrictions, etc.) and the files with page attachments (versioned, etc.). There is also a macro that lists the attachments of a page in a file-list like interface. If your use case is relatively simple, it could work.
If you need something else, then you may want to integrate an external system specialized in file sharing to Confluence. For example, Dropbox or Google Drive or even AWS S3. There are apps for all these on the Atlassian Marketplace.
