I want to be able to force users to use a standard company template for a page rather than starting with a truely blank page (obviously, once they edit the page they could remove the contents to have a blank page).

You don't.
The technical version of the answer is that there is no blank page template. There's nothing to template, it's offering you two fields with no prefilled data at all.
For Server/DC Confluence, there are a couple of tricks you can play where you effectively stop "create empty" from being offered to the end user (although they can still get there if they can work out the urls), which pushes them down the template route.

It would be great to know how the workaround works. Any documentation on that? It's a shame that this cannot be changed without a workaround since people usually always prefer the bigger button that says "Create" (which makes a lot of sense).
