How do I handle layers in Confluence whiteboards?

I'm having trouble managing layers on the whiteboard. Sometimes I want to place an image over a section or a shape, but it doesn't always work; the image ends up behind it.

Note: Right click and Bring to Front doesnt work all the time.

There isn't a very robust support for layers in Whiteboards, the best is what you are already trying, bring to front, move to back.
