How do I get 'Re-order pages' to work?

I have seen this asked before -- as in, this seems to be something that keeps breaking --- but no satisfactory answers.

I want to alphabetize a long list of children pages under a parent page in Confluence Cloud.

I go to Page Settings > Manage content > Re-order, and click the A-Z icon next to the parent page. The children pages sort alphabetically and it looks great. 

But then I refresh the Re-order page, and the ordering reverts back to what it was previously. The order never changes in the left navbar.

And yes, I have checked that I have Edit permission both on the parent page, and on each of the child pages I am trying to re-order (I checked them one-by-one).

Thanks. However, that bug report indicates that it only blocks me from sorting pages if I am lacking edit permissions on (at least) one of the pages.

In my case, I have checked the pages (opening them page-by-page, going right down into all the descendants) to verify that I have edit permission on all of them.  Very few pages have any restrictions at all.

As I type that, I realize that there may be a page that I can't check because someone has turned of both View and Edit permissions.  I will check futher.
