I want to use my top-level Pages as "folders" — i.e., primarily to contain subpages.
How do I embed a list of those subpages in the parent page?
Or do I have to create and maintain such a list by hand?

Is there a way to hide "Overview," "Blog," and "Space Settings" in the sidebar, so Pages can take up more room over there instead of the top 2/5ths of the sidebar isn't taken up with features I will rarely use?
Welcome to the community, @Rob B. It's easy... go to the "+" menu, start typing "child" and select the "Children Display" macro.

Whilst that did help me - as in pointing me in the correct direction, I found that (for my version of Jira, following the instructions blindly tried to create a new (child? I didn't go any further) page. I had to go right to the bottom of a list of about 20 macro type's and select Other Macros before I got to the starting point of this answer, after which it did help.

I don't want to embed the child pages content into the parent page, I want to include a list of hyperlinks to the child pages that automatically update based on your child pages. Is this possible? Similar to what's in the TOC in the sidebar, but I want to list child topics in the parent (intro) topic.

I tend to use a "child page" macro - that dynamically lists all the child pages of the current page (although given parameters, you can tell it to list other pages), down to any level you need.
Once it's on the page, every time the page is rendered, the macro will list the current pages, so adding pages (and re-arranging, and deleting or moving out from under it) will not need any editing!
I don't think there's a way to hide any of those options (on server you could turn off blogs which would hide that line, but even that was on older versions)
