We are working on a change of a Employee space and would like to restructure the hierarchy of the parents - sub pages within the space.

If you are referring to setting up the structure of a Space, all changes will be visible in real time to any users that have access to the Space.
If you need to make changes to the Space that you don't want others to see, you need to update the permissions of the users you want to exclude from the Space on the Space Permissions level, and then you can add them back in once the changes are finalized.
