I don't want Atlassian making changes to my tenant's content without a user's explicit intent.
These usage metrics are useful for Atlassian, and only waste the time of everyone else when you force them on us. You're looking to increase a metric that doesn't correlate with my team's productivity, just with your KPI's. This is disrespectful of your users' time.
How do I disable this feature for my tenant?

Atlassian Community is a great place to get feedback back to us product teams at Atlassian. I and my team shipped this feature, I hear you on your feedback. For the next iteration, adding a site-wide disable feature + headsup to admins to be able to disable it in advance is on our list of improvements.

Each user could navigate to Profile > Personal settings > Email > Summary reports and disable that. (although, I believe this would be not sufficient in your case)
As far as I know, there's no site-wide option to disable this. I've contacted Atlassian Support to confirm and will give you an update here as soon as get back from them.

Thank you for the response. That setting only says it prevents an email from going out. I don't care about an email. I care about my modified confluence content. Said differently, I don't have a problem with the feature, I have a problem with the way they implemented the feature.
Any chance you know the best way I can get feedback to the Atlassian Product team? Is it posting here or is there a better way?

I can say I understand your point of view.
As @Italo Lobato mentioned, the Support team raised a new feature request related to your question/request and the best way to express your concerns would be to comment on a mentioned ticket together with the reasoning of those (and I can see you already commented on a suggestion).
