Can content be associated through labels?
Ideally I would like How-to articles to include labels to associate content together to that similar content for the same product can be grouped.

I just wanted to share an alternative to all the great options mentioned by others.
We have an LMS app called IZI for Confluence (LMS, Training Courses, Quizzes) It would allow you to associate your knowledge base content in any way you want by integrating Confluence pages into one course. This means that you would be able to add any existing Confluence page as one of your course modules, thus have them all in one place.
Moreover, you would be able to also create quizzes to test employees' knowledge of specific topics.

While labels can be a helpful starting point, they can sometimes become difficult to manage as your knowledge base grows. Another option for a more/better-structured content association and grouping, especially for "How-to" articles, is to consider an app like Guided Pathways for Confluence (one of our solutions). It allows you to create guided pathways or decision trees that link related articles together (from different spaces even) in a structured, step-by-step format.
This can make it easier for users to find the exact information they need without 'link-hoping'. You can still use labels on those pages in conjunction with this, but if I understand your case correctly, it sounds like the pathways provide a more robust way to organise and connect your content.

Look at Pages Manager - you can add labels in bulk and filter pages by labels. And you can do it across multiple spaces at once.
The app is free.
There's also Panorama - that uses a bit different approach and has broader filtering options but can't do bulk editing.

@Jacqui if you would like to use labels as a core organizing tool then purchasing a label management app might be worthwhile. You will need to not only bulk create but manager them on an ongoing basis.
There are a few options on the Atlassian Marketplace.
We have one that is available as a separate app or as part of a suite of content editing tools (Space Content Manager).

@Jacqui Whatever route you choose to employ, keep in mind that anyone who can edit the page can add a label, so you may want to educate people on (or create a page somewhere describing) when to use/not use the labels you are using for specific purposes.

Labels are added from the published page view, all the way at the bottom, just above the page comments. You can also update templates to include labels, so each time someone creates the page with the template it already has the label.
Have you tested the 'content by label' macro @Jacqui ? It allows you to display a list of content by label, which sounds like what you're looking for.

In fact, it's the only way to add a label to the root page.
