How do I access the template menu in the template editor?

I'd like to create a new template and am hoping to use some template variables per: https://confluence.atlassian.com/doc/create-a-template-296093779.html, but I don't see the "template" menu option. Can anyone help me find it?

@blogvinsky , this is the right page to find what you're looking for. 

You can also follow the steps at the Template variables section of the link you mentioned.

To insert a variable into a template:

1. Choose Template > New Variable from the editor toolbar (or choose an existing variable to add it to the page)
2. Enter a name for the variable
3. Press Enter (by default this will create a single-line text input field)
