Previously in Confluence Server, you could use [ and start typing attachment name and show a preview or link to the attachment.
But in Cloud, I can't see how to show a link to an existing attachment.
Would you want to give a try with the below steps:
Go to the published version of the page containing the attachment to which you want to link.
Go to More > Attachments.
Right-click on the file name of the attachment, and select Copy Link Address.
Go to and edit the page where you want to link to the attachment.
Paste the URL in the link tool pop-up, remove any text after the file extension in the URL, and give it a more friendly name if desired.
This may work, but when I add a new revision of the attachment will this link point to the new user's guide or the previous one I copied the link for?

@Brian Olesen You are linking to the file name, which doesn't change when you upload a new version of the file, so the link will remain the same.

I have tried this although, for attachments with many revisions, it shows all of them instead of only the latest one that I want to link to. IE: User Guides

I reviewed this article as well, and it still doesn't explain how I can just create an inline link to the latest version of the attachment
