how can i download the plugin install version

If you are asking where you can download Confluence, you can do it here: https://www.atlassian.com/software/confluence/download
Both, Server Standalone and Data Center versions are there, as well as previous versions in Server download archives. I'm not sure I understand what you mean by plug-in install version, could you clarify?
