You enable anonymous access per space in the respective space's permissions.
It's up to you what they can and cannot do.
Anonymous access = anyone without a Confluence seat can access the space. You do not 'add' anonymous users.
Having said that, I never tested Confluence with a VPN setup but, in theory, if a user is on your VPN, they should be able to see your anonymous space even if they don't have an account on that Confluence.
