We got this email. However, the support person has mentioned that we are still in the free usage band and the data would not have been deleted.
Only Atlassian can help at this point. Have you clicked on the "contact us" link in that message?
If you haven't, try paying and see if that works.

When did you receive that email? Did you have any other products on the same account where you were paying for that other product?
If not the data from Free plan products is permanently deleted after a certain period of time once the account has been deactivated; either 15 days or 60 days. The time periods and criteria are specified here:
If your data has not been permanently deleted yet, then you may have to provide payment to get your site reactivated, then reduce your licensed user count if you want to downgrade back to a Free subscription. The steps outlined by Andy Heizner in this post might help you.

We were and are on the Free plan. We continue to have access to Jira and use this. Jira data is intact and is not affected. Only the Confluence data is impacted.
Appreciate your help in getting the confluence data restored.
