HTML macros in Confluence are disabled by default. This doc shows how to enable them in your instance: HTML Macro.
I was not able to find a bundled macro called HTML Wrap. Here are all the macros that come with Confluence 6.6.x: Macros.
Since the macro doesn't seem to come with Confluence by default, it has to be either a user macro or provided as part of a third party plugin. If the macro used to appear in the macro browser and has disappeared perhaps a plugin is disabled or a user macro was removed by an administrator. Please check on these possibilities and let us know what you find out.
