Q1, New tool bar, looks like I got the "NEW" tool bar which is completely different and NOT as good for options like font color. HOW CAN I GET THE OLD ONE BACK. ?
Q2, spacing, is there a simple way to change/edit line spacing & font size?
spent hrs now on this and it's wasteful

I assume you may be referring to the new navigation as discussed on the page New navigation and Home are coming to Confluence Cloud?
If so, you can disable the new navigation from your user menu:
To answer your second question about line spacing, it's not possible to modify the look for feel of Confluence Cloud. Per Functional Differences in Confluence Cloud:
On Atlassian Cloud, Confluence uses a custom theme that can't be modified or updated using custom HTML or CSS. For more information on custom themes in Confluence Cloud, refer to Working with Themes.
Confluence Cloud Developer community: You can also create your own theme for Confluence Cloud. Check out the Theme page in our Confluence Cloud Developer page.

Q1, I reset to "OLD" editor and creating new pages still uses new editor. Nutshell, does NOT work but did change look/feel of side tool bar back to old one (or so I think)
Q2, bummer.
any idea why the OLD editor tool bar is NOT showing? Really sucks not having the font colors as New editor only has 7. Being critical here but for the life of me I can't understand why any person (company) would take away editing tools when releasing updates and/or new tools that are regularly used by ALL like font color!!

I believe there is some confusion here, so I want to clarify that.
Your original question was asking about the new 3rd generation toolbar, which is the white navigation bar at the top of the screen. This is vs the older 2nd generation navigation, which is the view with the blue sidebar on the left.
The toolbar version you choose to use is unrelated to the editor you use. The editor you use is dependent on which template you are creating the page with, or if your admin has had the legacy editor enabled for your site.
So, you have a new editor and a legacy editor. The legacy editor can be accessed by clicking + (Create) and then Show More at the list of templates. Choose Legacy editor page in order to create a page with the legacy editor:
Otherwise, by default, your page will be created using the new editor. If you do not have the legacy editor option, you will need to ask your site admin to raise a Support ticket and we can enable the legacy editor for the entire site.
Lastly, for more font colors, we have a feature request:
Please vote on that request in order to get updates on its availability in the future.

Q1, New vs. Old Editor, ADMIN is going to submit ticket now as I do NOT show the "Legacy Editor Page" your screen shot shows within "CREATE.
Q2, Font, looked at site (work flow), release date? all projects should have a ACTION/OWNER/Due-Date. agree? last comment

Regarding your 2nd question, I'm not sure I understand what you're asking. Avinoam's comment on the feature request CONFCLOUD-67183 is the same one made on several feature requests regarding features missing from the new editor which were present in the legacy editor. The comment is to point readers to the recent Community post where the development team addresses some concerns regarding these feature requests.
You've asked if all projects should have an ACTION/OWNER and Due Date. I'm also not sure I understand what your question is, but I assume by this that you might be asking why the feature request doesn't have a specific owner or due date?
The feature in question is currently IN PROGRESS and is not assigned to an individual in particular. Once the feature is implemented and prepared for release, that information will be updated there. Make sure you're watching the ticket so you don't miss that update.
