Figure Numbering is Not Working

I have added figures throughout my confluence page, but the page is not displaying any numbering. Instead it shows the following:

"Figure ?: <TITLE>"

I don't know why the question mark is being displayed and confluence isn't stating that anything is wrong. I can still properly cross-reference each item using the anchors.
