I have a situation where we need to create training content and have some standard LMS features such as tracking if someone completed the training or not, scoring, etc. but the people who will consume this training are mostly contractors without access to our Atlassian space.
We use Confluence Data Center, which makes creating the material easier through collaboration, source control, macros, etc. Does anyone know of an external app that can consume Confluence created content and create learning modules from them?

There are several Marketplace apps that can turn Confluence into a LMS. Please review the ones here, https://marketplace.atlassian.com/search?query=LMS
If you can't keep the stuff full within Confluence, then you can use Scroll Viewport to produce an external website from Confluence content.
If you can find an LMS that can integrated into a static website, then this route could be an option.

These all seem to be internal LMS (plug ins for Confluence) - I was looking for something that could be external and integrate with our Confluence content.

I'm part of the team that manages one of the apps - IZI for Confluence - LMS, Training Courses, Quizzes.
I understand that you're looking for an external platform that would integrate with Confluence. However, you may not need that because IZI allows you to enroll users who are not part of your Confluence - we call them external users. You would be able to enroll them by their email address and they would receive an email with a link to the course. You could also track the scoring and completion of the courses.
