I would like to wrap certain verbose sections in the expand tag and when a user clicks the link to that section in the table of contents then the section will automatically expand.
Is this possible to do in confluence? If so, can someone point me in the right direction?

There's a feature request at the moment to determine the default expand/collapse behavior with the Expand Macro:
I've commented there on the Atlassian side to express that you'd like this feature when visiting the section either using an anchor or the Table of Contents macro.
Please also vote on the feature and you will be automatically added to the list of watchers.

Although I've seen people comment "+1" in the past on our bugs and feature requests, I don't believe that does anything specific, other than subscribe you to the thread since you've made a comment.
You'll need to click Vote for this issue on the feature request in Jira in order to add your vote:
If the "Vote for this issue" link is greyed out, look at the the top right-hand corner of the page in Jira. if it says Log in, you'll need to login in order to add your vote.
