Error in DB when enabling XML RPC

Hi, when i press button "save" after editing some options (for example - Enable RPC XML) in "general configuration" i see this error

Cause

org.springframework.orm.hibernate.HibernateSystemException: SQL insert, update or delete failed (row not found); nested exception is net.sf.hibernate.HibernateException: SQL insert, update or delete failed (row not found)
    at org.springframework.orm.hibernate.SessionFactoryUtils.convertHibernateAccessException(SessionFactoryUtils.java:597)

caused by: net.sf.hibernate.HibernateException: SQL insert, update or delete failed (row not found)
    at net.sf.hibernate.impl.NonBatchingBatcher.addToBatch(NonBatchingBatcher.java:25)

but after refreshing the page i see settings apply

anyone can help me fix this?
