I'm embedding a Confluence page on another Confluence page. Most users are able to see the embedded page, but one user in particular cannot. There are no restrictions on the page or the space and I have done permissions inspect to ensure he has access to both pages and the space.
If this user tries to login, he gets stuck in a loop.
Any idea what might be happening?

If the user uses the Content tree to go to the page that you have embedded in this page, are they able to see the content?
Have you checked that page to make sure that it isn't restricted (access is not set to Only specific people can view and edit)?
Does the user have a Confluence license or are they a Guest? Guests can only access one space, so, if the page is in a different space, the user won't be able to see it.

User is able to see the content via content tree.
