Since Atlassian is making a push for customers to move to Confluence Cloud, is/will there be an option to disable all email notifications. My understanding is this can only be done in the Server and Data Center versions of Confluence.

In Confluence Server and Data Center, you may be aware that the "Notify watchers" checkbox remembers the last setting you used for it. If you had it unchecked the last time you saved a page, it will remain unchecked the next time you edit a page. Additionally, many administrators have installed the No Email Storm app which adds a "Save & Notify" button next to the Save button and allows you to choose which button is defaulted.
In Confluence Cloud, the new editor replaces the checkbox with an option called "Publish without notifying watchers":
On a personal level, users can opt out of some notifications from the Email section of their own settings in Confluence. Information about what notifications can be disabled on a per-person basis is available here.
In terms of disabling email system-wide in Confluence Cloud, that's not something administrators can do. Confluence does need to send email for things like page access requests - disabling system-wide would cause issues in that regard. Tuning at an individual level like turning off Autowatch is the safe approach.
