We can create blueprints/templates that will allow users to select them to get started with their work. After the page is created, user can completely modify that template and can write his/her own custom content.
Is there some way in which we can force the user to adhere to the template they have selected ? Can we have form-like controls that will give us (the template creator) to perform validations on the input data being provided in the form variables (maybe invoke a javascript function when the value gets changed) ? Also the fields created by the template like tables, textboxes, etc should not be deleted by the user completely.
Please let me know if it is supported by confluence or we can have this custom behavior after creating custom plugins.

There is no built-in functionality in Confluence for building custom forms.
