The only way to do a template space / blueprint would be to write one. Here is a documentation of how to do so.
Another option to easily generate spaces is to create a normal space and define it as a template. Then, you create a blank space and copy all pages from the "template space" to the new space.

Our app Space Tree Creator allows you use spaces as template spaces and therefore it could be a possible solution for you. You can find it on the Atlassian marketplace.
