Create a link to a header prior to publishing a page?

I get that the anchor macro is gone (but not forgotten) and that the reasoning is because we have no need for it since linkable headers are a thing now.

What I can't seem to figure out is how to create that link to a heading (within the same document) without having to publish it first. Example is that I've got a lengthy article, and I want to create a "see below" or "see above" link to another place within that article.

Is it correct that I have to publish the page before I am able to create that link??
