I am not able to find create new space option, how can I request for this privilige.

Only a user that has Confluence Administrator access or higher can create a new space.
Because that grants access to many other administration features also, that level of access is often limited.
As @Harshit Grover mentioned you will need to reach out to the administrators of your Confluence instance for assistance.
If you don't know how to contact those people, I recommend you start with the following options:
- contact the technical support team for your company
- contact the person who told you to access the specified Confluence instance
- contact the person who helped you get access to the specified Confluence instance

They will be able to provide you relevant access.

the ability to create a new space is a setting that the admin makes. In our Environment anyone used to be able to make a space, now only admins can make a space because it was just out of hand. You will want to talk to your Atlassian Admin. They will be able to work with you to either create a space for you, or give you the permissions to create a space if that is a permission that you need for your job.
I will say the most likley outcome is them creating it if you have a good use case.
I require a JSM ticket for any new space creation. Every workplace will be different with different permissions though so only your admin where you work can really answer this for you.
