Copy a page to a template

I have created a page (status report) and would like to make it into a saved template. I thought I could copy the page into a template under system tools. I do not see how to copy it into template. 

How does a person make an existing page/form into a template?

Although a recent update at CONFSERVER-22749 states that it won't be considered in the foreseeable future, there is an opened suggestion ticket that has been raised a long time ago at CONFSERVER-5877 that you can vote to increase its popularity and add yourself as a watcher to keep informed of any updates going forward.
