There is no active incidents in Atlassian cloud (https://status.atlassian.com/).
Is the error displayed only for you or for all users in your organization ?
If its only for you, try accessing the url in different browser OR access url incognito mode OR try restarting your laptop.
If the issue is for all users, please raise ticket with Atlassian Support in https://support.atlassian.com/contact/
