Confluence cloud using JIRA Server User Directory

We are using a publicly hosted JIRA Server install (recent version)

Can Confluence Cloud connect to JIRA server as a user directory? I see that I can add JIRA as an application link but can't find a way to add it as a user directory

No, Cloud uses Atlassian accounts, Google accounts or Atlassian-Access to provide users.
