By enabling anonymous access, you can allow people who are not logged into Confluence (anonymous users; aka, anyone on the internet) to access content on your site. You can pick and choose which spaces to make public and which to keep secure.
You can read here about how to enable / grant anonymous access on your confluence site. This way you won't be assigning confluence license to users but anyone on the internet can read your confluence site/space where you have enabled anonymous access.
