I am in the Govt Office environment and I am not Admin. I am not able to see the

Instead, I get this "Restrictions page" please may I know what does this mean, am I not allowed to create new space, new personal space for myself?
Ok, there are two separate things here.
When you are trying to click on "create personal space", you are being referred to a doc that talks about what permissions and settings you need to be able to create it. (Basically, an admin needs to change the global settings to allow you to create a personal space - once they have, you'll be able to do it from your profile)
The other thing is your screen-shot. This is of the display of the list of restrictions on the page you were on when you clicked the restrictions icon. It is telling you that either you do not have the right to edit the page, or that you do not have the space permissions to set/change restrictions.

There's no single one way to report on permissions because there are different permissions in different places.
There some global permissions (such as "can create space" and "can create personal space") that you will need your system admins to list for you (and these are mostly done by group, so you'll need to cross-reference them with your group membershiips)
Then the other set are done on a space by space basis. If you look at the space settings, you should be able to see them, but you'll need to talk to the space admins about getting them changed.
