I am new to Confluence Databases, but I have a use case where we want to have a repository of best practices that users use for different projects. We want to use Databases as a repository that can be searched.
If there is some sort of form capability for Confluence Databases users could input their information into the database and then be able to display and search the data.

Correct me if I'm wrong - you'd like to have a database of people/employees with a specific data set for each employee (entered as columns). On top of that, you'd like for users to be able to search for entries via the product search bar?
As far as I know, with this approach, you can only search for database titles. There's a feature suggestion related to improving database search: CONFCLOUD-79869: Improve Confluence Database search results

Btw, have you tried using Atlassian Teams for the team & member lists?
