Column widths for some users will not edit

We are using Confluence 8.5.2 and Smart Tables 2.6.1 (datacenter)

Some users are reporting that they cannot change column widths in their tables. They do not get the cursor change as they hover over the table column. Other users on same page and table get the ability to do it.

This happens whether using Chrome or Edge.

If admin uses addon to impersonate user they get the ability to change column width.
