The email is under MS 365 and when we login using the email it is not sending the verification code. Probably it was blocked from Atlassian side for a reason. Then main objective is to have access to the billing information and update the credit card payment as the previous card expired.

I haven't seen any emails blocked for the email you used to open this request, but I understand this might related to another account.
That said, I created a support ticket to troubleshoot the Atlassian Account not receiving the verification email and you can share the affected email address in this ticket: https://getsupport.atlassian.com/servicedesk/customer/portal/23/JST-1100336, so you don't need to share it here.
For the billing issue, if you would like to check in the meantime, you can open a new support request at https://support.atlassian.com/contact/ and chose the option "Billing, payments, and pricing", as our friend Jack indicated.
If you are unable to open one with the billing team, please feel free to let us know.
