Cannot find the Product Requirements Template

Hi 

I work for HP and we use JIRA. I am looking to create a Requirements Gathering template for my EPICS in JIRA. I did some research and found that you have a Product Requirements blueprint. Refer to link below.

I cannot find the template. I guess i do not have the required permission. Please advice...

Please check with your confluence administrator, whether the 'Product Requirements Blueprint' is enabled or not at the global config level.
