Could you please help to resolve the issue.
We cannot add pinned (inline) comments to attached files to pages (no matter what page title or file title or format) - when the pin icon from the bottom is dragged on the image of the preview the menu to add comments is displayed and the user name and the spinner just goes eternally and there is no any other action:

Can you please tell what the issue can be?

As I understand, you are currently unable to add comments to attachments while using our Legacy Editor (tinyMCE) attachment preview.
I tried to replicate it but was unable to do so. Here is what I see:

Actually, I am not sure what editor is used in our Cloud Confluence - looks like it is newest one as we had messages to convert some pages from old page types to new one.
Thank you for pointing to the issue link! One of the workarounds really helped to add comments.
Though all the functions should work fine and as I can see this issue impacts a lot of people.
For us this issue is a blocker and we will have to use the workaround :(
