Has anyone else come across this problem?
Can you do it? Because I can't. The only way I was able to do this was to close or publish my page, highlight it, and add a comment outside of Edit mode.
I came across a need to do this, and trying to go back and forth was a pain!
If I don't get an answer to this, I intend to report it as a bug.

I am able to replicate it, neither I can add an inline comment to a link while in edit mode nor in published mode (refer screenshot below), it could be an expected behaviour.
What you are trying to achieve is a fair suggestion, you can go ahead and raise it as a new feature request.
I see a similar behavior which might be more problematic.
1. highlight some text and add a comment
2. try to highlight a subset of that text to add a link. Confluence won't allow you to add a link. You have to delete the comment first before you can add the link.
It appears that Confluence is treating the commented text like it's a link, so you can't select a subset of that text to add an actual link. That's annoying.
Please disregard my answer. It was operator error. Unfortunately, there doesn't seem to be any way for me to delete my answer.

While in the edit mode, since you are editing a link, it makes sense to edit the link to a text you are adding rather than adding comments to it, isn't it?
It's good if we report this to Atlassian. Thanks for bringing this up. This will be there in the backlog for some time if they even try to resolve this because from a UI perspective it makes sense to edit a link rather than add comments to it
