Can you create a large library of images have and easy way to add multiple tags to the images. Kind of like google photo.

In theory, it should be possible via manually uploading all your pictures and storing them as Attachments or displaying them via the Gallery Macro, as well as by organizing them on a grid using Sections. There is no automatic way to do this, in my belief.
The effort could outweigh the benefits here, as Confluence is not quite a photo management app. I would recommend using Google Photos or Google Drive and placing access links on the respective pages to avoid confusion or unexpected situations.
